About
Mohran Shurrab is a project controls consultant at Elite Analytics Inc., the Toronto-based project controls, planning and claims consultancy. A Professional Engineer and Project Management Professional with more than twenty years in construction delivery, he works at the point where schedule, cost and contract meet — where a delay stops being a planning problem and becomes a commercial one.
His work spans forensic schedule and delay analysis, progress and delay reporting on live projects, schedule baseline development and review, and claims support for owners, contractors and counsel. Projects have included transit, mining, water and wastewater, and other infrastructure programs across Ontario and Canada.
He writes here on the questions that decide outcomes in practice rather than in theory: which delay analysis method the records can actually carry, what a contract says about cost that the parties assumed it did not, and how a project's own reporting either supports a position or quietly undermines it.
