In August 2026 Metrolinx confirmed that the Ontario Line now carries an estimate of roughly $34 billion, against the $10.9 billion announced in 2019, and said the budget remains under pressure because the target price for the elevated guideway and stations package has not yet been agreed. The projected opening has moved from as early as 2027, to 2031, to the early 2030s.
For anyone conducting a cost or delay analysis, the useful detail is not the size of the increase. It is that the two figures were never measuring the same thing. Announcement estimates of this kind are typically construction-only, excluding property acquisition, vehicles, testing and commissioning, and interface work with existing operating systems. Comparing them produces a variance that looks like overrun and is partly scope definition.
The discipline is to re-derive the baseline before using it. Establish what each published figure included, what stage of design it was priced from, and what was carried as allowance or contingency rather than estimate. On a program with a major package still unpriced, the current number is a forecast rather than a commitment, and an analysis should label it as one.
The same caution applies across the Ontario portfolio, where published baselines on several large programs have moved by similar multiples. In every case the analysis that holds up is the one that reconciles scope and estimate maturity before it reconciles dollars.
