Canada's Infrastructure Pipeline Is Concentrating Schedule Risk in Interfaces

Large transit and utility programs continue to move ahead in phases, and the recurring failure point is not the work itself but the handoffs between packages.

Multi-package infrastructure delivery distributes scope across many contracts, which distributes float in ways nobody owns. On the programs we support, the majority of critical delay traces to interface events: late access, incomplete predecessor scope, or systems requirements discovered during commissioning.

Interface risk responds well to structural treatment. Mapping interfaces explicitly, assigning each an owner and a date, and integrating them into the master schedule as tracked constraints converts a coordination problem into a controls problem.

Programs that treat commissioning and systems completion as a planning input from day one consistently outperform those that treat it as the last phase of construction.
